LYON : THE CITY OF LIGHT ABUSES HIS LIGHTING ?

While a decree of the Ministry of Ecology of 2013 imposes the extinction of facades and windows after one o’clock in the morning, nearly a third of the buildings visited from Lyon are « non-compliant » according to a report by the National Association for the Protection of the Sky and Nocturnal Environments (ANPCEN in french)

On 5 september, Rue89 noted an ANPCEN study in 2016. The organization reviewed 260 sites in 13 cities. Lyon is a mixed pucture. Of the 20 sites studied in the City, only half respect the law. On the other hand, 20 % of the buildings are not completely extinguished after one o’clock in the morning. It is also 30% of buildings, whether public or private, that are deemed « non-compliant ». The clothing store is part of and the façade of the town, the place of Terreaux.

Rue89 asked the office of the mayor of Lyon who confesses his responsability: « About the façade of the town, it must be known that this square has no street lamp, except on the north façade. And it is the highlight that plays the role of street lighting. She is therefore fully justified and designed effectively in this sense ».

But, for the other buildings, these are « bugs » according to the services of the City: « Lyon has more 350 illuminations . It is always possible to have a margin of error concerning the scheduling of a few buildings. We speak of 2 or 3 sites in this case in this study ».

For the moment, no decision is envisaged.
